I’ve rented from Avis many times over the years. Many times it’s gone fine, but just as many times there were problems.

Avis is incapable of routinely fulfilling their reservations and therefore has no right to be in the car rental business. I assume there are no legal repercussions for their breaking the agreement/contract of a reservation. It’s unfair to consumers that they are allowed to continue to operate.

My latest experience: When I arrived with my reservation number at the E11 (68 E 11th St, New York, NY) there were groups of irate customers also with reservations standing around the desk and in front of the garage. The workers said sorry we ran out of cars, so go get some coffee and when you come back in 20 mins there will be cars here. We came back at 30 mins and 60 mins and there were still no cars and the same other people were also there waiting. Four hours (!!) later still no car or cars.

Even though this was a customer service disaster, they did not offer compensation, apologies or help with alternatives to anyone. There were people whose vacation plans were clearly messed up. We gave up our plans at 4 hours and left.

This happened to me before at Avis but never a four hour wait with no cars in sight. I’ve waited in the past for an hour, and that’s not so bad.

They like to give the excuse that “people were supposed to return cars but they haven’t”. Avis should factor in a reasonable buffer time between car reservations and perhaps have extra cars available on summer weekends and holidays. All car rental places work like this and it’s not fair to consumers. There should be a consumer protection law against this.
